Robert Kabera, Kagame critic, is found beheaded in Uganda

Situation Overview

On 17 October 2026, local residents discovered the body of Robert Kabera, a former Rwandan army sergeant major and critic of President Paul Kagame, on the outskirts of Kampala in Uganda. Ugandan police spokesperson Kituuma Rusoke said on 19 October that Kabera’s head had still not been recovered. Kabera had been found beheaded after he died over the weekend. Kabera, 50, fled Rwanda after being accused of sexual assault, which he denied, and sought asylum in neighbouring Uganda citing political persecution. His widow, Jeanne d’Arc Rwigema Uwizeye, said she feared for her family’s safety. Family members said Kabera had travelled to inspect a construction site about 45 km outside Kampala before his death. The Rwandan government had not publicly commented on the killing, and critics of Kagame have been killed in Rwanda and abroad. The BBC report did not provide information on any economic or market effects. The next concrete development reported is the continued police effort to recover Kabera’s head and further investigation into the circumstances of the killing.

Geopolitical Implications
