Khartiia National Guard unit says Russian forces used civilians as cover near Kupiansk

Situation Overview

On 13 October, the 2nd Corps of Ukraine’s National Guard unit “Khartiia” said Russian forces took a group of civilians out of Kupiansk to the Shebelinka–Ostrogozhsk gas pipeline in Kharkiv region, then shelled them with mortars and artillery. The unit said Ukrainian forces did not open fire. It also stated that, based on the pattern of shell impacts, the fire was directed from the east bank of the Oskil River, from the Russian side. The unit described the civilians as being used as a “living shield” and as a target for an information provocation. The reports did not provide confirmed casualty figures or any immediate operational follow-up.

Geopolitical Implications

  1. 01

The alleged use of civilians as cover highlights ongoing risks to non-combatants in the Kupiansk area and may increase scrutiny of civilian-protection violations.

Attacks near energy infrastructure show how front-line tactics continue to intersect with critical energy assets in eastern Ukraine.
