Netherlands NCSC says PHP vulnerability exploitation attempts are already succeeding

Situation Overview

On 22 October 2026, the Netherlands’ National Cyber Security Centre (NCSC) said it has received indications that the major PHP programming-language vulnerability is already being exploited successfully. The NCSC said it sees attempts to misuse the flaw and has received initial signals that exploitation is working. The NCSC previously indicated it had not yet seen such signals. In its latest update, it advised companies to update systems quickly, saying exploitation attempts have been circulating since the previous day and that it is in contact with relevant parties. The next concrete step reported is for companies to apply updates promptly to address the PHP vulnerability, as the NCSC continues to monitor exploitation attempts.

Geopolitical Implications

  1. 01

The update raises the risk of cross-border cyber incidents affecting Dutch organizations and potentially broader European web infrastructure due to PHP’s widespread use.

  2. 02

The shift from earlier non-detection to signals of successful exploitation increases pressure on national incident response and patch management coordination.
