Council of Europe commissioner condemns Russia strike on Komyshuvakha school

Situation Overview

On 5 November 2026, Council of Europe Commissioner for Human Rights Michael O'Flaherty condemned Russia’s strike on a school building in Komyshuvakha, in Ukraine’s Zaporizhzhia region. O'Flaherty said the attack hit a school where civilians had gathered to receive humanitarian assistance, adding that at least 43 people were reported killed and more than 33 were missing, likely under rubble. He said the school was struck several times in quick succession and characterised deliberate attacks on civilian targets in violation of international humanitarian law as war crimes. He also linked the incident to a broader pattern, noting that Russia was stepping up attacks on energy infrastructure and calling for urgent increased support for Ukraine ahead of winter.
