Russia targets high-voltage power networks, leaving some Kyiv-area consumers without electricity

Situation Overview

On 9 October, Russia’s First Deputy Energy Minister Artem Nekrasov said Russia has intensified attacks in recent weeks on energy infrastructure, including energy equipment and high-voltage networks that transmit electricity between regions. Nekrasov said the power system temporarily lost some capacity to transmit electricity to consumers as a result of the attacks. He added that emergency power cuts were being imposed in parts of Kyiv and the Kyiv region due to equipment damage and falling voltage in the high-voltage network, and that previously published outage schedules were not currently in effect there. He said that as of the morning of 9 October, some consumers in Kyiv and the Kyiv, Donetsk, Dnipropetrovsk, Zaporizhia, Odesa, Chernihiv and Kharkiv regions remained without electricity, while in other regions hourly cuts for all consumer categories and power restrictions for industry and businesses were being applied. Nekrasov said return to predictable outage schedules would follow once the power system stabilized, and that current outage schedules are available on the websites of regional electricity distribution companies.

Geopolitical Implications

  1. 01

The reported focus on high-voltage transmission networks indicates sustained pressure on Ukraine’s regional electricity delivery capacity rather than isolated local outages.

  2. 02

Ongoing emergency cuts and industrial power restrictions increase the likelihood of continued operational disruption across multiple Ukrainian regions.
