UN warns Russian winter strikes could worsen Ukraine humanitarian crisis
Situation Overview
On 10 October, Khaled Khiari, Assistant Secretary-General for the UN Departments of Political and Peacebuilding Affairs and Peace Operations, told the UN Security Council that intensifying Russian strikes ahead of winter could trigger a humanitarian crisis. Khiari said Russian attacks have reached “a new horrifying level” and are disrupting electricity and water supplies through strikes on bridges, educational institutions and energy infrastructure, while prolonged air-raid alerts are increasing psychological pressure on civilians. He called for an immediate halt to attacks on energy facilities and populated areas, saying attacks targeting civilians and civilian infrastructure violate international humanitarian law. The UN Office of the High Commissioner for Human Rights (OHCHR) reported that more than 100 civilians were killed and at least 429 injured in Russian strikes in Ukraine in the week in question. The UN warned that the impact could intensify as winter approaches, with large numbers of people at risk of losing access to essential services. No specific next deadline or scheduled action was reported in the cluster beyond the Security Council meeting.
