Zelenskyy says Russia must be forced to stop attacks on Ukraine’s civilian infrastructure

Situation Overview

On 14 October, Ukrainian President Volodymyr Zelenskyy said Russia carried out another series of attacks on civilian infrastructure and the energy sector, including a “suicide drone” strike that damaged a residential building and a store in Lutsk. Zelenskyy said six people were killed and 13 wounded in Lutsk, and added that the attack came after a massive nighttime strike on the energy sector while restoration work was still under way in Kyiv, the Kyiv region and the Kharkiv region. He described the new wave of drones as “deliberate, constant pressure” and said Russia was continuing the war despite calls from the United States. He urged partners to take action, arguing that Moscow should not be persuaded but forced to stop through increased pressure, sanctions and aid to Ukraine, in the context of G7 engagement.

Geopolitical Implications

  1. 01

Ukraine is framing ongoing drone and infrastructure strikes as deliberate pressure, seeking tighter sanctions and sustained partner support.

  2. 02

Zelenskyy’s appeal to G7 partners underscores continued coordination efforts around sanctions and aid amid contested US calls to persuade Moscow.
